How Lithium Battery Rules Shape Packing

Rules on batteries in air travel appear arbitrary until the underlying distinction becomes clear. It rests on where a fire can be detected and fought.
Thermal runaway is the hazard
A damaged or defective lithium cell can enter a self-sustaining reaction that generates intense heat and can propagate to adjacent cells.
The reaction produces its own oxygen, so conventional suppression is less effective and the priority becomes cooling and containment.
In the cabin, crew can identify the source within seconds and apply water or a containment bag. In a cargo hold, detection and access are both far harder.
Installed versus spare is the key distinction
A battery inside a device is protected by the device's casing and circuitry and is less likely to be crushed or short-circuited.
A loose spare can contact keys or coins, short across its terminals and heat rapidly, which is why spares are restricted to the cabin.
Guidance generally directs that spare terminals be taped or that each battery be carried in its own case or bag.
Capacity thresholds set the categories
Rules are written around watt-hours for rechargeable batteries and lithium content for non-rechargeable ones, with tiers permitting carriage freely, with approval, or not at all.
Most consumer electronics fall well below the first threshold. Power banks, camera batteries for professional use and mobility device batteries are where the tiers begin to matter.
Watt-hours are usually printed on the battery, or derivable from the voltage and amp-hour rating shown on it.
Some devices have their own rules
Electronic cigarettes and vaping devices are generally prohibited from checked baggage entirely and may not be charged or used in flight.
Smart luggage with integrated batteries has been subject to requirements that the battery be removable, since a checked bag with a fixed battery cannot be separated from it.
Mobility devices with batteries are handled under a separate process involving advance notification and battery type verification with the carrier.
Damaged and recalled batteries are excluded
A swollen, damaged or recalled battery is generally not permitted in either cabin or hold, and disposal must happen before the airport.
Shipping such batteries is also restricted, which is why manufacturers arrange specialized returns rather than ordinary mail.
Thresholds, quantity limits and device-specific rules are set by regulators and carriers and are revised regularly, so the Federal Aviation Administration's current guidance and the airline should be checked before packing.
