How An American Passport Gets Issued
A passport is not a form that gets stamped. It is the outcome of a determination that a specific person is a United States citizen and is who they claim to be.
Two facts must be established
The first is citizenship, proved by a document such as a certified birth record issued by a state, a consular report of birth abroad, or a naturalization certificate.
The second is identity, proved by photo identification that connects the applicant to the citizenship evidence. Names that have changed require the documents linking them.
Applications are rejected most often on evidence problems rather than errors of form. A hospital souvenir birth certificate, for instance, is not a state-issued record.
First applications are made in person
An applicant who has never held a passport, or whose prior passport was lost, damaged or issued long ago as a minor, generally applies in person before an acceptance agent.
The agent witnesses the signature, verifies the identity document against the person, and seals the application with the citizenship evidence inside.
Acceptance facilities are commonly located at post offices, clerk of court offices and public libraries, and many require an appointment.
Renewals can go by mail when conditions are met
Renewal by mail is available when the previous passport is undamaged, was issued when the holder was an adult, was issued within a defined recent period, and is submitted with the application.
An applicant failing any of those conditions returns to the in-person process. The mail route exists because the prior book itself serves as the citizenship and identity evidence.
Online renewal has been introduced for certain applicants meeting the same underlying conditions, with eligibility determined during the application process.
Processing time reflects workload
Routine and expedited service tiers exist, with expedited service costing more and moving the application forward in the queue rather than skipping any step.
Published processing times move with application volume, which rises seasonally and after periods of suppressed travel. The clock generally starts when the application is received, not mailed.
Urgent life-or-death travel is handled through a separate channel involving an agency appointment and documentation of the emergency.
The book and the card serve different purposes
The passport book is valid for international travel by any means. The passport card is valid only for land and sea entry from Canada, Mexico, the Caribbean and Bermuda.
The card is not accepted for international air travel, which is the most common misunderstanding travelers encounter with it.
Fees, validity periods, eligibility rules and processing times change. The Department of State publishes current requirements, and applicants should verify there rather than rely on prior experience.
