How Amtrak Shares Track With Freight Trains

Most American intercity passenger trains do not run on their own railroad. They operate as guests on track owned by freight companies, which shapes the entire experience.
The ownership split is historical
Passenger service was operated by private railroads until it became unprofitable, at which point a national corporation was created to take it over.
Those railroads kept their tracks and continued running freight. The new passenger operator received the right to use them rather than ownership of them.
The Northeast Corridor is the major exception, where the passenger operator owns most of the route and controls the dispatching on it.
A handful of shorter segments elsewhere are also owned by the passenger operator or by state agencies, and those stretches behave differently from the surrounding network.
Dispatching decides which train moves
A dispatcher controls signals and switches on a segment and determines the order in which trains proceed, particularly where single track requires meets in sidings.
On freight-owned track, the dispatcher works for the freight railroad. Every decision about which train waits is made inside that company.
Federal law gives intercity passenger trains preference over freight, but enforcement of that preference has been contested for a long time and outcomes vary by host railroad.
The preference applies to dispatching decisions in the moment, not to how the host schedules its own traffic, which is where much of the practical dispute sits.
Freight train length has become a constraint
Sidings on many routes were built for shorter trains. Freight trains have grown considerably longer, and a train that will not fit in a siding cannot take the siding.
When the freight cannot clear, the passenger train must wait in a siding instead, even where it holds preference.
This is a physical constraint rather than a scheduling choice, and it makes some routes structurally prone to delay regardless of intent.
Schedules carry padding
Long-distance timetables include recovery time built into the running time, so that ordinary interference does not immediately produce a late arrival.
That padding is why a train running behind can sometimes arrive close to schedule, and why journey times look slow relative to the distance.
Padding cannot absorb a major freight incident, track work or a mechanical problem, which is where large delays originate.
State-supported routes work differently
Many shorter corridors are funded by states, which sometimes invest in the host railroad's infrastructure in exchange for reliability commitments.
Those investments — added sidings, upgraded signaling, additional track — directly change how often passenger trains must wait.
Reliability therefore differs sharply by route rather than by operator, and current on-time performance is published per route rather than as a single national figure.
